Background
The Workforce Innovation and Opportunity Act (WIOA) requires that local and regional workforce plans be reviewed and, as needed, updated at the two-year mark to remain in compliance with the legislation. This notice announces the completion of that review and outlines the next steps in the planning process, including the opportunity for public comment.
Local Plan Review: LWDA 5
The Central Minnesota Workforce Development Board, which serves Local Workforce Development Area 5 (LWDA 5), has completed its required two-year review of the Local Plan. As part of this review, the Board has:
- Updated outdated terminology throughout the plan
- Removed or corrected references to outdated Training and Employment Guidance Letters (TEGLs)
- Confirmed that all links contained in the plan are current and functional

Regional Plan: Planning Region 3
The Region 3 Leadership and Planning Board (R3LPB), representing Local Workforce Development Areas 5 and 17, has likewise undertaken its required review of the Regional Plan to ensure continued compliance with WIOA.

Submission and Review Timeline
- October 1, 2026: Regions and Local Areas must submit their planning drafts to the Governor’s Workforce Development Board (GWDB).
- Following submission: A review committee will be selected to evaluate the state, local, and regional plans. The committee will read each plan, provide recommended updates, and issue recommendations regarding plan approval.
Public Comment Period
Members of the public are invited to review the Local and Regional Plans and submit comments or suggestions during the public comment period.
